Director of Utilities Salary up to $133,200 annually DOQ We are seeking a proven business/public leader with exceptional management skills to assume full management responsibility for all Utilities Department functions, programs, and operations including the operation of the City's water, wastewater, and recycled water, and the lakes and canal sections, as well as related operations, functions, and program areas, while overseeing the operation of the water filtration and wastewater treatment plants. You’ll also determine appropriate service and staffing levels, monitor and evaluate the efficiency and effectiveness of service delivery methods, and allocate resources accordingly. Developing and administering the Department budget, approving the forecast of funds needed for staffing, equipment, materials, and supplies, preparing water and wastewater rates, fees and charges, and approving expenditures are also essential functions of this outstanding career opportunity. Our ideal candidate will be an excellent communicator and motivator possessing a Bachelor's degree from an accredited college or university with major course work in business or public administration, engineering, chemistry,or a related field, plus ten (10) years of increasingly responsible management experience in a position with significant financial and operational responsibility over a medium to large-size business/corporation, OR ten (10) years of increasingly responsible experience in water or wastewater utility administration, including three years of management and administrative responsibility. A Master's degree is highly desirable. ABOUT THE UTILITIES DEPARTMENT The City of Escondido Utilities Department is divided into seven sections (Water Operations, Water Treatment, Wastewater Collections, Hale Avenue Resource Recovery Facility, Lakes, Canal, and Utilities Administration). The Department has 155 dedicated employees committed to quality customer service, a $60 million 2007/2008 fiscal year operating budget, and an average Capital budget of $20 million.
